Under the supervision of the Senior Support Officer, oversee day-to-day human resource and benefits management functions for the department.
Minimum Qualifications Education and
Experience:
Graduation from an accredited college or university with a bachelor's degree, preferably in Human Resource Management, Business Administration, or similar field of study.
Preference given to applicants with job-related experience in Human Resources.

Benefits Function Assist the Senior Support Officer in negotiating annual insurance renewals; Oversee open enrollment, including scheduling the annual benefits fair, preparing HR software, and preparing and sending enrollment reports; Verify accuracy of health insurance bills and ensure enrolled employees have proper coverage and have the correct premiums withheld from paychecks; Oversee other benefits offered by the department including life insurance and long term disability insurance; Verify accuracy of other benefit statements and ensure HR and financial software is updated in a timely manner; Orient new employees and newly benefit eligible employees on benefits and assist them in the enrollment process; Enroll new employees in the Utah Retirement System and keep that system up to date; Have a solid understanding of URS benefits, including pensions, 401k, 457, and Roth IRA plans; Assist employees with retirement; Assure compliance with COBRA guidelines by preparing letters and other paperwork as directed; receive and record COBRA insurance premium payments; Oversee Workers Compensation Insurance for the Human Resource Function:
Maintain personnel files in compliance with applicable legal requirements; Keep employee records up-to-date by processing employee status changes in timely fashion; Maintain listing of approved positions along with assigned grade levels; Maintain HR software; Create job postings using information from job descriptions and job initiation forms; Evaluate job applications and/or resumes for minimum qualifications; Schedule interviews with job candidates and with the appropriate Service Area Lead; Participate in interview process, ensure appropriate questions are developed and used, and develop a method to score applicants; Perform reference checks; Make job offers as directed by the appropriate Service Area Lead and/or the Support Services office; Communicate with all applicants regarding the hiring process; Perform pre-employment background checks and send potential new hires for drug screening; Oversee and coordinate New Employee Orientation; Conduct Employee Exit interviews; Assist the Senior Support Office in maintaining appropriate Personnel Policies; Support Service Area Leads and supervisors when disciplinary action is required, ensuring policies are followed; Support employees and ensure they are treated fairly; Assign training to employees and ensure training is kept up to date (defensive driving, harassment, inclusion & equity, ); Oversee and coordinate supervisor trainings and leadership development; Oversee conflict of interest policies and make sure forms are filled out and signed as required; Maintain a working knowledge of human resource best practices and relevant employment Other Duties:
Assist the Financial Support Officer as needed in performing certain payroll functions; Ensure timesheets are submitted and approved in a timely manner; Review timesheets and verify they have been properly coded; Assist employees and supervisors with timesheet corrections; Update employee wage information in HR software; Member of the department Leadership Team; Attend Board of Health meetings as requested.
